Call to Order, Minutes The meeting of the Southern Tier Regional EMS Council was called to order at 7:05PM by Bernadette Josbeno-Oakes, Vice Chair-person.
     The minutes of the January meeting were approved (Duvall/Huffner).
None.
Table of Honor Ms. Gressel led the Table of Honor ceremony for Ron Kintz, and a moment of silence was held. None.
Correspondence. DOH Enforcement Notices were read: (http://www.nyhealth.gov/nysdoh/ems/sanctions.htm):
  • Samuel Stetter, Avoca, NY; 1-year stayed suspension, 3 years probation, and civil penalty for violations of Part 800.15 and 16, and Part 80.136
  • Eric Logan, Canajoharie, NY; 1 year stayed suspension and civil penalty for violations of Part 800.16(b)
  • Guilfoyle Ambulance Service, Watertown, NY; civil penalty, for violations of Part 800.21(h)
  • Jeffrey Mondo, Lackawanna, NY; 3-year stayed suspension, 3 years probation and civil penalty, for violations of PHL 3002(2-B) and Part 800.16(c).
  • James Scordus, Staten Island, NY; 1 year stayed suspension, 1 year probation, and civil penalty, for violations of Part 800.15.

  • Kai Chan, Jackson Heights, NY; 1 year stayed suspension, 1 year probation, and civil penalty, for violations of Part800.15(b)
     These notices are public record and the DOH requests that we read them into the minutes of our Council meetings.

REPORTS
SEMAC/STREMAC
Both organizations meet later this month. None.
Public Relations The Regional EMS Conference is scheduled for October 27 at CCC, and this year will include EMS awards. The Wall of Recognition continues to be in development. Anyone with any information on EMS history in the region should forward it to Mr. Rajsky. None
Systems Committee A database of credentialed providers has been established.
     New PAD providers: East Campbell Fire Department and Eaton Electrical in Horseheads - accepted on a motion by Ms. Sweely, seconded by Mr. Bennett.
     Policy 4 - recommendations:
  1. Strongly recommend that STREMAC reinstate Policy 4
  2. The offending agencies/personnel be identified and held accountable with remedial and/or disciplinary action
  3. Quality Improvement to undertake a 2-year review of ALS-criteria calls where ALS does not treat or transport
Motion for Council to endorse these recommendations (Duvall/Bennett) passed with 1 abstention.
PAD "Notice of Intent" to be sent to DOH.

Mr. Josbeno-Oakes to send recommendations to STREMAC for review at the MArch 14 meting.
CISM Ms. Josbeno-Oakes reported the group has been responding to the needs of the area, and will continue to be available through the 911 centers. Some new members were gained as a result of the recent training course. None.
Next Meeting, Adjournment Next Meeting: May 10, location to be announced. Meeting adjourned at 7:50PM on a motion by Mr. Duvall.
