Item Description Action
Call to Order The meeting of the Southern Tier Regional EMS Council was called to order at 7PM by Bob Rajsky Chairperson. None.
Correspondence. DOH Enforcement Notices were read: (http://www.nyhealth.gov/nysdoh/ems/sanctions.htm):
  • Christopher Martz: stayed suspension, 3 years probation, $1000 civil penalty, prohibited from seeking ALS certification or displaying any ALS indication; violations of Part 800.16(c) and (g)
  • Kevin Klemenz: stayed suspension, $2000 civil penalty; violations of Part 800.16(d)
  • Zachary Johnson: certification revoked for violations of Part 800.16(c) and 800.16(d)
  • Robert Cornell, 3-month suspension, 3-year probation, $5000 civil penalty; violation of Part 800.15(b)
     These notices are public record and the DOH requests that we read them into the minutes of our Council meetings.

REPORTS
SEMAC/STREMAC
Both organizations meet later this month. None.
Minutes The minutes of the March meeting were approved on a motion by Al Lewis, seconded by Patti Gressel. None
SEMSCo Report
  • Executive Order #3 raised a number of objections; see below for more information.
  • EMTALA, STEMI center designation continues
  • Assembly Bill A6989 provides that 1/3 of Council membership shall be representataive of paid fire departments; this bill should be opposed.
  • REACH centers still not approved; they need to meet all other requirements.
  • The program formerly known as the "Pilot Program" should be called the "CME Program."

Executive Order #3 This order requires agencies meeting certain criteria to webcast their meetings, including closed captioning. The Department of Health has determined that Regional Councils and REMACs fit the criteria and must comply with the order. The cost, even with the equipment available at EMSTAR, would run $35,000 to $40,000 annually. This mandate is unfunded. Some Councils do not have a Program Agency and all they receive to accomplish their business is $25,000; they are still required to comply.
Recommendation to research and document costs, take all steps possible toward compliance, and hope someone talks to the governor.

Training Committee Report
  • Evaluations and grades for one course were reviewed.
  • Glenn Vogel is recommended for CIC; approved (Lewis/Oakes).
  • Sponsorship renewal for AOMC is recommended; approved (Smith/Kennedy), with one abstention.
  • The Sponsors' Committee met and reviewed instructors, textbooks, paperwork and evaluations.
  • The DOH Spinal Immobilization protocol is done, and a regional rollout is planned upon completion of the training DVD.
  • A regional training program is being developed for the Aspirin protocol.

Public Relations Committee Regional EMS Conference is October 27, on "The modern aspects of scene safety." Vendors are needed, make recommendations to Karen at the EMSTAR office.
EMS Awards: Nomination forms are available on the DOH web site, or look for the link on the STREMS Council website. This year the on-line form is interactive - fill it out on line, then print it out and send to the Council for approval.

STREMAC Permit renewals: Wellsburg FD AED and Schuyler Ambulance ALS: both approved (Gressel/Blitz).
Protocols revisions: sent out for comment, revisions and re-revisions have been made. This version includes protocols for EMT-B, EMT-I, EMT-CC and EMT-P, and is presented for approval; passed (Lewis/Kintz).

Quality Improvement The Department of Health QI Manual is done, including an educational program which is currently being printed. There will be regional rollouts. None
Executive Committee The Council budget template was approved.
Membership vacancies: Schuyler County - Shirley Churches is recommended; approved (Kimball/Smith). Steuben County - Dean Patterson is recommended; approved (Blitz/Sweely).
